The fourth house is not a verdict on your mother; it is one of two places she is read from, and the Moon is the other. A difficult fourth house alongside a strong, well-placed Moon is a materially different reading from the same house with an afflicted Moon, and the tradition uses both deliberately. Where the house and the karaka disagree, they get weighed against each other rather than resolved toward the darker one.
